1) METHOD OF PARTICIPATION
Only clubs invited by the Organizing Committee, which reports to Porta Mortara Baseball Softball Novara, can participate in the Tournament.
Athletes of Italian teams must be registered with the F.I.B.S. for the current year. The athletes who make up the foreign teams must be registered with the respective National Federation for the current year. The tournament is reserved for the UNDER 12 BASEBALL and UNDER 13 SOFTBALL categories in the UNDER 13 SOFTBALL category young girls born in 2009-2010-2011-2012-2013 will be able to play; 2 athletes born in 2008 who cannot be deployed in the roles of pitcher, receiver and shortstop may be admitted
in the UNDER 12 BASEBALL category, young people born in 2010-2011-2012-2013 will be able to play; 2 athletes born in 2009 who cannot be deployed in the roles of pitcher, receiver and shortstop may be admitted
In the UNDER 12 BASEBALL Category they will be able to play mixed formations (males and females)
In the UNDER 13 SOFTBALL category they will be able to play mixed formations (females and males) with a maximum of 2 male athletes (in the UNDER 12 Baseball age group) lined up on the pitch. The pitcher must be a girl.
The participating teams must deliver the list of athletes divided by Category,.
Before the start of the competitions, the Organizing Committee will check that the age limits for each single Category are respected, so the athletes must be provided with an identification document proving their age.
2) RUNNING OF THE COMPETITIONS
The rules of the game are those provided by the “Technical Regulations” of the F.I.B.S. for the youth categories, with the exception of the following rules:
Duration UNDER 12 BASEBALL: 4 (four) innings or 1 hour and 30 minutes to complete inning. o UNDER 13 SOFTBALL: 4 (four) innings o 1 hour and 30 minutes per full inning.
In the attack phase of each inning, no more than 4 (four) points can be scored,
All innings must be completed in both offense and defense
In the final matches, if the home team is at a disadvantage by more than 4 points in the last inning and cannot therefore take the lead (as provided for in point B), the match will be considered over for organizational reasons.
In the UNDER 12 BASEBALL and UNDER 13 SOFTBALL categories the final for the 1st-2nd place will be played with a limit of 5 (five) innings or with a maximum duration of 2 (TWO) hours.
The team that does not appear on the pitch within 15 minutes of the official starting time of the match, as scheduled, without valid reason, will be considered the loser with a score of 6 to 0 for all categories.
Baseball: Once a player has been substituted and has gone off the field, he cannot be put back
in play during the same game
Softball: a starting player, once substituted and off the field, can be put back into play during the same match. A non-starting player once put on the field and substituted cannot be put back on the field in the same match.
The replacement of a player must be communicated to the Official Match Director. For internal changes, they need to be disclosed only if they concern the pitcher.
For the UNDER 12 BASEBALL and UNDER 13 SOFTBALL categories it is strictly forbidden to use shoes with blades (spikes) or metal studs.
During the tournament, 9 “balls for under 12 baseball and 12” balls for under 13 softball will be used
3) LAUNCHERS AND RECEIVERS
In the BASEBALL Category, a pitcher, during the whole Tournament, will be able to throw a maximum of 10
(TEN) innings in total, with a maximum of 5 innings per day. It will be considered a pitched catch even if the pitcher throws only one pitch on the batter.
Each receiver can receive a maximum of three innings per game. Even a single pitch is counted as an inning.
At the end of the scheduled innings, this receiver can be deployed on the pitch in any other position
In the UNDER 13 SOFTBALL Category a thrower, during the whole Tournament, will be able to throw a maximum of 12 (TWELVE) innings in total, with a maximum of 6 innings per day. It will be considered a pitched catch even if the pitcher throws only one pitch on the batter.
Each receiver can receive a maximum of three innings per game. At the end of the foreseen innings this receiver can be deployed on the pitch in any other position.
In the case of more games on the same day, without prejudice to the provisions of the previous point, a receiver can receive, in any case, for no more than 6 innings in total per day.
4) In case of additional innings the receiver can receive for a further 2 innings (even a single pitch is counted as one inning). Additional innings are therefore excluded from the count of innings per game (3 innings) and those per matchday (6 innings).
5) HOME TEAMS
For qualifying matches, the first mentioned home team in scheduled matches is considered to be the home team. In all final matches the home team will be defined by drawing lots. The home team will occupy the 1st base dugout.
5) DETERMINATION OF THE RANKING
In the qualification phase, if, after the time provided for in these Regulations, the teams are tied for the purposes of the classification, 1 point will be assigned to each team (2 points to the winning team, 0 points to the losing team).
At the end of the qualifying phase, if two or more teams from the same group are tied on points, the ranking will be determined on the basis of:
the team that has won the most head-to-head matches will have an advantage
in the event of a further tie, the team that has suffered the least number of points in all the games played will have an advantage
in the event of a further tie, the team that has scored the highest number of points in all the games played will have an advantage
in the event of a further tie, the draw will be made.
c) In the semifinal phase a tie will not be allowed but, in the event of a tie, a maximum of two additional innings will be played.
In the event of a further tie, the team that has brought more runners to 3rd base, 2nd base, 1st base will be considered the winner, depending on whether the tie persists. 2. In the event of a further tie, the draw will be made.
6) REFEREES
All matches will be directed by referees. If the official match judges do not show up on the field at the time set for the start of the match, the Organizing Committee will directly find qualified personnel.
Every decision and / or judgment of the referee is final: the referees have full control of the match. No technical protests are allowed. Only the violation of the rules concerning pitchers gives the right to a forfeit victory of the match.
7) PEOPLE ADMITTED TO THE FIELD
Only the following persons are authorized to enter the field:
accompanying executive (wearing company polo, t-shirt or tracksuit)
manager / coaches (compulsory in uniform)
team players
the Bat Boy
If one of the people admitted to the field is expelled for any reason following an arbitration decision, he will automatically not be able to appear on the field in the immediately following match that concerns him directly.
8) SUSPENSION DUE TO FORCE MAJEURE
In case of suspension due to rain or other causes, the Organizing Committee reserves the right to take the necessary measures at the time of the occurrence of the event.
9) LIABILITY
The Organizing Committee declines any responsibility deriving from any accidents that occur before, during and after the tournament.
10) AMENDMENTS AND INTERPRETATIONS OF THE REGULATION
The Organizing Committee reserves the right to make changes to these Regulations should this become necessary due to force majeure. The Organizing Committee reserves the exclusive interpretation of these Regulations should any disputes arise in this regard.
11) COVID
The protocol of the Italian Baseball and Softball Federation will be observed
